The Staff Selection Commission's Multi-Tasking (Non-Technical) Staff (MTS) exam is one of the few central government routes open to candidates who have passed only Class 10. Many guides oversell it as a quick path to a high salary, or get the basics wrong, such as claiming you need Class 12 or that there is a descriptive paper.
This guide uses SSC's own documents to explain what the MTS post is, what it pays, who can apply and how people move up from it. The rules quoted come from the MTS (Non-Technical) Staff and Havaldar (CBIC & CBN) Examination, 2025 notice, uploaded on 26 June 2025. It is the latest full MTS notice we could find.
First, the 2026 status
SSC's examination calendar for 2026-27, available on ssc.gov.in, lists the "Multi-Tasking (Non-Technical) Staff & Havaldar (CBIC & CBN) Examination, 2026". It shows a tentative application window of 30 June to 31 July 2026 and a computer-based exam (CBE) in September to November 2026.
As of 9 October 2026, we could not find the MTS 2026 notice on SSC's notice board. Calendar dates are tentative, so do not plan around them until the notice itself appears. The 2025 cycle is still being finalised: SSC published MTS 2025 result lists on 3 August 2026 and an additional result on 7 October 2026.

According to the 2025 notice, MTS is a General Central Service Group 'C', non-gazetted, non-ministerial post in Pay Level-1 of the 7th Pay Commission pay matrix. Posts are spread across central ministries, departments, offices and constitutional, statutory and tribunal bodies in different states and union territories. The same exam also recruits Havaldar in CBIC and CBN (Department of Revenue), which is also at Level-1.
| Item | What the official documents say |
|---|---|
| Pay level | Level-1, pay range ₹18,000 – 56,900 (range as printed in SSC's 2026 departmental exam notice) |
| Group | Group 'C', non-gazetted, non-ministerial |
| Havaldar extra stage | Physical Efficiency Test and Physical Standard Test |
| Where you work | Central government offices in a state or union territory; MTS cut-offs are drawn state/UT-wise |
Your actual duties are set by the office you join. They are usually support work in the office, so read the duty list in your appointment papers rather than relying on hearsay.
About pay: ₹18,000 is the basic pay at the first cell of Level-1. Dearness Allowance, House Rent Allowance and other allowances are added according to current government orders and your posting city. That is why "in-hand" figures quoted online vary so much.
Who can apply (2025 rules)
- Education: Matriculation (Class 10) or equivalent from a recognised board, passed by the cut-off date (1 August 2025 for the 2025 exam).
- Age: 18–25 years for MTS. Havaldar and a few MTS posts allow 18–27 years.
- Relaxation: 5 years for SC/ST and 3 years for OBC, with other relaxations listed in the notice.
- Exam language: Hindi, English and 13 regional languages for Session-I and the General Awareness section.
How the MTS exam is scored
| Session | Section | Questions / marks | Time | Negative marking |
|---|---|---|---|---|
| Session-I | Numerical and Mathematical Ability | 20 / 60 | 45 minutes for the session | None |
| Session-I | Reasoning Ability and Problem Solving | 20 / 60 | (same) | None |
| Session-II | General Awareness | 25 / 75 | 45 minutes for the session | 1 mark per wrong answer |
| Session-II | English Language and Comprehension | 25 / 75 | (same) | 1 mark per wrong answer |
Both sessions are held on the same day and both are compulsory. Session-II is evaluated only if you qualify in Session-I. The minimum qualifying marks are 30% for UR, 25% for OBC/EWS and 20% for other categories, in each session.
Worked example: when to guess (illustrative)
Every question is worth 3 marks (60 ÷ 20 and 75 ÷ 25).
- Session-I: wrong answers cost nothing, so never leave a question blank.
- Session-II: a wrong answer costs 1 mark. Say a question has four options and you guess blindly. Your expected gain is (¼ × 3) − (¾ × 1) = 0. Blind guessing does not help on average.
- If you can eliminate one option and guess between the remaining three, the expected gain becomes (⅓ × 3) − (⅔ × 1) = +⅓ mark per question.
Rule of thumb: in Session-II, guess only when you can rule out at least one option. Your chance of being right then has to be above 25% for the guess to pay off.
To check the qualifying line, take a UR candidate in Session-II (150 marks). The candidate needs at least 30% of 150 = 45 marks. With 18 correct and 6 wrong, the score is 54 − 6 = 48, which clears the line. The final cut-off for selection is usually higher than the qualifying mark, and it varies by state and category.
Is MTS a good career move? A decision table
| Your situation | MTS makes sense if… | Think twice if… |
|---|---|---|
| Class 10 or 12 pass, want a central job soon | You value job security and are ready to start at Level-1 | You need a high starting salary |
| Graduate | You treat it as a stepping stone while preparing for CGL or CHSL | You expect graduate-level work |
| Want to grow inside government | You will complete 12th (if needed) and serve 3 years to qualify for departmental exams | You are not willing to sit further exams |
| Location matters | You are fine with any office in your state or UT allocation | You need a specific city |
How MTS staff move up
1. Departmental exam to the clerical cadre. SSC conducts a Limited Departmental Competitive Examination (LDCE) for the Junior Secretariat Assistant / Lower Division Clerk grade, which is Pay Level-2 (₹19,900 – 63,200). In the notice dated 5 June 2026, cadres such as the Armed Forces Headquarters Clerical Service and the Ministry of External Affairs allow MTS employees to take the exam if they:
- have passed Class 12, and
- have at least three years of regular service at Level-1.
Some cadres add conditions such as mandatory training or an upper age limit. Read the rules for your own cadre.
2. Open competitive exams. As an employee you can still take SSC's CHSL or CGL if you are eligible. Age relaxations for central government employees, where available, are listed in each notice. Our SSC CHSL 2026 pattern guide covers the next exam up.
3. Financial upgradation. Central government employees who are not promoted can receive pay-level upgradations under the Modified Assured Career Progression Scheme (MACPS). Our explainer on government job progression and MACPS covers how that works.
Your MTS action checklist
- Confirm your Class 10 certificate date of birth. SSC uses the matriculation record to determine age.
- Complete SSC One-Time Registration on ssc.gov.in before the notice appears.
- Practise Session-I for speed (no negative marking) and Session-II for accuracy (1-mark penalty).
- If you are a Havaldar aspirant, check the PET/PST standards in the notice before applying.
- If you have not passed Class 12, plan for it. It is the gateway to the LDC/JSA departmental exam in the cadres listed above.
- Download the MTS 2026 notice the day it is published and re-check every rule above. Patterns and age bands can change between years.
