FSSAI Technical Officer: Recruitment Pattern, Syllabus Map and Preparation Strategy
This chapter sets out the one direct-recruitment cycle for the Technical Officer post that can be read in full from official documents, and turns it into a working plan: who can apply, how the two computer-based tests are scored, how the syllabus maps onto the chapters of this book, and how to attempt a paper that punishes wrong answers. It teaches no subject content; it tells you where marks come from so that every later hour is spent in proportion.

The notice and what it covered
The Technical Officer post is filled by direct recruitment through the Food Safety and Standards Authority of India (FSSAI), and the most recent cycle that can be read in full is Advertisement No. DR-04/2021, dated 30 September 2021 (File HR-12013/6/2021-HR-FSSAI). It advertised 233 vacancies across posts 05 to 14, from Food Analyst at Pay Level 10 down to Junior Assistant Grade-I at Pay Level 4. Online registration opened on 13 October 2021 and closed on 12 November 2021, which was also the cut-off date for eligibility; these dates come from paragraph 4 as updated by the corrigendum of 7 October 2021. The Technical Officer is Post Code 06.
Two later documents complete the picture. The Stage-1 indicative syllabus was published for each post, and a notice dated 31 May 2022 gave the scheme and syllabus for the second computer-based test (CBT). The Stage-1 CBT was held from 28 to 31 March 2022 and its result, with category-wise cut-offs, was notified on 6 July 2022. On 27 October 2022 FSSAI revised the vacancy numbers. Five documents define everything in this chapter: the advertisement, the Stage-1 syllabus, the Stage-2 notice of 31 May 2022, the Stage-1 result of 6 July 2022 and the vacancy revision of 27 October 2022.
Status of newer notices and how to read a future one
As of 6 November 2026, no direct-recruitment advertisement for Technical Officer or Central Food Safety Officer (CFSO) newer than DR-04/2021 has been located. Two independent status pages report the same position: one last updated on 25 October 2026 says FSSAI has not released a fresh direct-recruitment notification for either post and that its Jobs page shows no such advertisement (its newest entry, dated 8 October 2026, is a Legal Consultant contract notice), and another dated 27 October 2026 says the CFSO notification has not been released. The most recent FSSAI recruitment advertisement for regular posts was issued in June 2026, with applications closing on 26 June, and covers 15 vacancies: Joint Director (3), Manager (Information Technology) (2) and Junior Assistant Grade-II (10). It does not cover Technical Officer or CFSO. Coaching sites that list a 2026 CFSO or Technical Officer notification describe it as expected, not released. FSSAI's own careers page is script-rendered and could not be read directly, so this is a statement about what the secondary pages report, not an official confirmation; always check fssai.gov.in before applying.
The practical consequence is that the pattern in this chapter is the 2021-22 pattern, and the next cycle may differ in any parameter. When a new advertisement appears, read it against this chapter in a fixed order: post code and Pay Level, qualification clauses, age limit and cut-off date, stages and weightage, Stage-1 question split, Stage-2 section formats and negative marking, and finally the syllabus lists. Mark every difference. A change in the Stage-1 split of 40 technical questions, for example, changes where you place your hours; a change in negative marking changes your guessing policy. Only the official notice on fssai.gov.in settles the matter.
The post, vacancies and service conditions
Technical Officer is a Pay Level 7 post of the Central Government pay matrix. The advertisement states only the Pay Level; the pay band of Rs 44,900 to Rs 1,42,400 that is commonly quoted for Level 7 comes from secondary sources and should be checked against the current matrix. Selected candidates receive dearness allowance, house rent allowance, children education allowance and leave travel concession as applicable to Central Government employees, with CGHS medical cover in Delhi (NCR) and CS(MA) Rules elsewhere. They are governed by the contributory National Pension System plus gratuity, are appointed on probation for two years (extendable at the Authority's discretion), and may be posted and transferred anywhere in India.
The original advertisement carried 125 Technical Officer vacancies: UR 50, OBC (NCL) 33, SC 19, ST 10 and EWS 13, which add up to 125. A notice dated 27 October 2022 revised the figure to 117 (UR 45, OBC 31, SC 18, ST 10, EWS 13), subject to the outcome of WP(C) 132/2021 and LPA 288/2021 in the Delhi High Court. The lesson for aspirants is that vacancy numbers in an advertisement are provisional: the notice itself says they may increase or decrease, and reservation for ex-servicemen and persons with benchmark disabilities is horizontal within the overall figures.
| Category | Advertised (30 Sep 2021) | Revised (27 Oct 2022) |
|---|---|---|
| UR | 50 | 45 |
| OBC (NCL) | 33 | 31 |
| SC | 19 | 18 |
| ST | 10 | 10 |
| EWS | 13 | 13 |
| Total | 125 | 117 |
Eligibility, age relaxation and fee
The notice accepted any one of three qualification routes. Route (a) is a Master's degree from a recognised university in Chemistry, Biochemistry, Food Technology, Food Science and Technology, Food and Nutrition, Edible Oil Technology, Microbiology, Dairy Technology, Agricultural or Horticultural Sciences, Industrial Microbiology, Toxicology, Public Health, Life Science, Biotechnology, Fruit and Vegetable Technology, or Food Safety and Quality Assurance. Route (b) is a PG Diploma of at least one year in Food Safety, Food Science, Food Processing, Quality Assurance in the Food sector, Dietetic and Public Health, Nutrition, Dairy Science, Bakery Science or Post Harvest Technology, with the condition that the bachelor's degree was in one of a listed set of subjects, which also includes Medicine, Veterinary Sciences, Fisheries or Animal Sciences.
Route (c) is a BE or B.Tech in Food Technology, Dairy Technology, Biotechnology, Oil Technology, Food Process Engineering, Food Processing Technology, Fruit and Vegetable Technology or Food Safety and Quality Assurance, or a bachelor's degree of not less than four years in Medicine, Veterinary Sciences, Fisheries or Animal Sciences. A qualification in GATE, CSIR NET or ICAR NET was listed as desirable, not essential, and it matters at the end: in a tie, the candidate holding the desirable qualification is preferred. Eligibility was judged against the closing date of 12 November 2021. Nationality rules admit Indian citizens, subjects of Nepal or Bhutan, certain Tibetan refugees, and persons of Indian origin from listed countries, the last three groups needing a certificate of eligibility.
Age relaxation is counted on the closing date and is added to the basic limit of 30. SC and ST candidates get 5 years (35), OBC (NCL) candidates 3 years (33), and persons with benchmark disabilities (PwBD) 10 years (40). The combined cases are PwBD with SC/ST 15 years (45) and PwBD with OBC 13 years (43). Ex-servicemen receive 3 years after deducting the military service rendered from their actual age. Widows, divorced women and women judicially separated who have not remarried may go up to 35 years, and up to 40 years if they belong to SC/ST. Relaxations do not stack beyond these printed combinations, so read the table row that matches your exact situation.
The fee had two parts. General and OBC candidates paid an application fee of Rs 1,000 plus intimation charges of Rs 500, a total of Rs 1,500. SC, ST, EWS, women, ex-servicemen and PwBD candidates paid no application fee but still paid Rs 500 of intimation charges. Bank charges were borne by the candidate. The notice states that fee is not refunded and cannot be held for another selection, and that candidates applying for several posts must register and pay separately for each, giving a priority order that the notice calls final. Apply for Technical Officer and CFSO separately if you are eligible for both.
- Age limit: 30 years on the closing date of application
- Eligibility is verified late: all applicants with fee and intimation charges are admitted to the tests, and eligibility is determined only at the final stage, so an ineligible candidate can be cancelled even after clearing both CBTs
| Category | Relaxation | Resulting upper age (basic 30) |
|---|---|---|
| SC/ST | 5 years | 35 |
| OBC (NCL) | 3 years | 33 |
| PwBD | 10 years | 40 |
| PwBD + SC/ST | 15 years | 45 |
| PwBD + OBC | 13 years | 43 |
| Ex-servicemen | 3 years after deducting military service | Actual age minus service must not exceed 33 |
| Widow/divorced/separated women, not remarried | Up to 35 (up to 40 for SC/ST) | 35 or 40 |
Selection stages and weightage
For Technical Officer the selection has exactly two stages: CBT (Stage-1) carrying 50 percent and CBT (Stage-2) carrying 50 percent. No interview is listed for this post, unlike Food Analyst (written test 85 percent, interview 15 percent). Candidates are shortlisted for Stage-2 in the ratio 1:20, meaning up to twenty candidates per vacancy, and the notice adds that the ratio may change with the number of applicants. A candidate absent at any stage is not eligible for selection, and the Authority reserved the right to add a stage. In the 6 July 2022 result, the UR shortlist of 982 for Technical Officer included 530 reserved-category candidates (80 SC, 21 ST, 340 OBC, 88 EWS and 1 OH) who scored at or above the UR cut-off, so the list is not a count of general-category applicants; the cut-off was set by the result, not by an exact multiple of the vacancies.
Because both stages weigh equally, the final merit is a combination of two scores. The notice does not publish a normalisation formula, so a plain proportional conversion is used later in this chapter for illustration only. The Stage-1 cut-offs out of 480 for Technical Officer were UR 324, OBC 297, SC 284, EWS 277 and ST 265. Ties at the final stage are broken first by preference for a candidate holding the desirable qualification, then by older age, and finally by alphabetical order of names. Note what this implies: Stage-1 is both a qualifier and half of your final score, so a safe pass with no margin wastes the weightage.
| Technical Officer Stage-1 cut-off (of 480) | Marks | As percent of 480 |
|---|---|---|
| UR | 324 | 67.5 |
| OBC | 297 | 61.9 |
| SC | 284 | 59.2 |
| EWS | 277 | 57.7 |
| ST | 265 | 55.2 |
