FCI Manager (Technical) Paper-II: Pattern, Selection Process and Preparation Strategy
This chapter sets out, from the latest Category-II notice, Advertisement No. 02/2022, what the Manager (Technical) selection actually asks of you: vacancies, eligibility, stages, weightages, the Paper-II pattern and the syllabus wording. It ends with a study order and a time plan for a 60-question, 60-minute paper with no negative marking. No subject content is taught here; later chapters do that.

The notice and what it is
This book is built on one document: Advertisement No. 02/2022-FCI Category-II, titled Zone-wise Recruitment of Management Trainees / Managers in FCI, a 44-page notice issued by the Food Corporation of India. It invited online applications from 27.08.2022 (10:00 IST) to 26.09.2022 (16:00 IST) for 113 vacancies across eight post codes, A to H, and gave a tentative test month of December 2022. Manager (Technical) is Post Code E. When this edition was prepared in November 2026, the FCI recruitment portal and a web search for any newer Category-II Manager notice turned up no later official advertisement, only trade-site expectations and unofficial vacancy forecasts. An earlier Category-II round was advertised in 2019 (Advt. No. 02/2019); the 2022 notice supersedes it and is the one used here. Everything numerical about the exam pattern in this chapter therefore comes from the 2022 notice and is described as such.
Why does that matter to you? Pattern, syllabus and eligibility are decided by the notice of the cycle in which you apply, not by an earlier cycle and not by a coaching summary. A new advertisement may change the number of vacancies, the age cut-off date, the weightages, the syllabus wording or the negative-marking rule. Treat this chapter as the verified baseline: it tells you what the last official Category-II Manager notice said, so that you can read the next one quickly and spot exactly what has changed. Before you fill in a form, download the current notice from the recruitment section of fci.gov.in and compare it line by line with the tables below.
A second reason to anchor on the primary document is that secondary pages disagree with it. Some sites describe a Phase-II penalty for wrong answers, or give a different paper numbering, or list vacancy totals taken from forecasts. The notice itself states in plain words that there is no negative marking in Phase-II, that Paper-I is common to Post Codes A to G, and that Paper-II is the post-specific paper. Where this chapter finds a slip inside the notice itself, such as the Act named in the syllabus, it says so openly rather than hiding it.

Post Code E: vacancies, pay and training
Manager (Technical) had 28 advertised vacancies, spread over the five FCI zones: 9 in the North Zone, 4 in the South, 6 in the West, 7 in the East and 2 in the North-East. Across those 28 seats the notice shows 5 for SC, 8 for ST, 2 for OBC, 2 for EWS and 11 unreserved. The notice adds that the number of vacancies may vary with administrative exigencies, so the table is a snapshot, not a promise. It also shows a separate horizontal column for persons with benchmark disabilities; for Post E that column lists 3 in the North Zone and 1 in the East Zone, and these seats lie within the category totals rather than on top of them.
The post is a management-trainee entry. Selected candidates join as Management Trainees for six months of training, during which only a consolidated stipend of Rs 40,000 per month is paid. On successful completion they are considered for absorption as Manager in the IDA pay scale of Rs 40,000-1,40,000. Each Management Trainee executes a bond of Rs 1,00,000 at joining, to serve the Corporation for a minimum of three years. Employees of central or state governments and public sector undertakings must produce a No Objection Certificate from their employer at document verification.
The notice also describes the work. It directs candidates to the job description on the FCI website and states that the Depot and Technical cadres are field-level posts, with service expected in mandis, procurement centres, godowns and offices of FCI. The candidate is considered for the post on the basis of merit within the one zone applied for. This is why the subject syllabus of Paper-II leans toward grain handling, storage pests, quality and food law: the officer who holds this post is the person responsible for the grain in the godown.
| Zone | SC | ST | OBC | EWS | UR | Total |
|---|---|---|---|---|---|---|
| North | 2 | 4 | 0 | 1 | 2 | 9 |
| South | 1 | 0 | 1 | 0 | 2 | 4 |
| West | 1 | 3 | 0 | 0 | 2 | 6 |
| East | 1 | 1 | 1 | 1 | 3 | 7 |
| North-East | 0 | 0 | 0 | 0 | 2 | 2 |
| All zones | 5 | 8 | 2 | 2 | 11 | 28 |
Eligibility, age relaxation and fee
The notice accepts any one of five degree routes for Post Code E: a B.Sc. in Agriculture; a B.Tech or B.E. in Food Science; a B.Tech or B.E. in Food Science and Technology, Food Technology, Food Processing Technology, Food Process Engineering, Food Processing or Food Preservation Technology; a B.Tech or B.E. in Agricultural Engineering; or a B.Tech or B.E. in Bio-Technology, Industrial Bio-Technology, Bio-Chemical Engineering or Agricultural Bio-Technology. Technical degrees must be from a recognised university or an AICTE-approved institution. The post row states no minimum percentage; the 60 per cent condition (55 per cent for SC, ST and PwBD) is printed for Post Codes A, B and C only. Even so, the form asks for your graduation percentage to two decimals, converted from CGPA by your university's norms.
The maximum age for Manager posts A to G is 28 years, reckoned as on 01.08.2022; Manager (Hindi) had 35. Qualifications and age are also reckoned on that date. Relaxations are added to the upper limit: SC and ST 5 years, OBC 3 years, persons with benchmark disabilities 10 years (15 for SC or ST, 13 for OBC), and eligible ex-servicemen up to 5 years. Departmental FCI candidates have an upper limit of 50 years. The OBC relaxation is not available to candidates in the creamy layer, and an OBC candidate must hold a non-creamy-layer certificate issued on or after 01.04.2022.
The fee for any single application was Rs 800, excluding bank charges and including GST, paid online. SC, ST, PwBD and women candidates were exempt. A reserved-category candidate who applies against an unreserved post receives no relaxation in age, qualifying marks or interview standard, though the fee exemption still applies. If a candidate submits more than one application, only the one with the higher registration number, with a fresh fee, is considered, and the earlier fee is not adjusted or refunded. Keep this in mind in any future cycle: one candidate, one zone, one post code, one application.
| Category | Relaxation | Upper age on 01.08.2022 |
|---|---|---|
| General / EWS | None | 28 |
| OBC (non-creamy layer) | 3 years | 31 |
| SC / ST | 5 years | 33 |
| Ex-servicemen (eligible) | Up to 5 years | Up to 33 |
| PwBD (general) | 10 years | 38 |
| PwBD, SC / ST | 15 years | 43 |
| PwBD, OBC | 13 years | 41 |
| Departmental FCI candidate | Own limit | 50 |
Selection stages and weightages
For Manager (Technical) the selection process has three parts: the online test, the interview, and training. The online test itself has two phases. Phase-I is common to every post and is only a screening test; its marks are not reckoned in the final merit ranking. Phase-II for Post Code E has Paper-I followed by the post-specific Paper-II, held in a single sitting. The notice also says a candidate must appear in all phases of the process to be considered for selection, so skipping a stage is not an option, and training is itself a scored stage.
The weightages for Manager (Technical) are 80 per cent for the Phase-II online test, 10 per cent for the interview and 10 per cent for training. Phase-II therefore carries eight times the weight of the interview. The interview is conducted by FCI, with document verification completed at the time of interview, and only candidates who clear document verification are allowed to sit it. Candidates are called in the ratio of 1:3 to the vacancies, and the combined final score is arrived at from the online-test and interview scores, with details to be published later on the FCI website.
Two shortlisting rules turn the pattern into numbers. First, candidates at fifteen times the number of vacancies advertised are called for Phase-II on the basis of Phase-I. Second, for the interview, a candidate needs at least 50 per cent in the Phase-II online test if unreserved or EWS, and 45 per cent if SC, ST, OBC or PwBD; the number called is normally three times the vacancies, and if fewer qualify, all of them may be called. The notice does not spell out whether the multiples are applied zone-wise, category-wise or post-wise, so read the next notice for that detail.
| Stage | Who is in it | Counts in final merit? | Weight (Post E) |
|---|---|---|---|
| Phase-I online test | All applicants | No, qualifying only | None |
| Phase-II Paper-I + Paper-II | About 15 times vacancies | Yes, 240 marks combined | 80% |
| Interview and document verification | About 3 times vacancies, with 50% / 45% minimum | Yes | 10% |
| Training (six months) | Selected Management Trainees | Yes | 10% |
Phase-I and Paper-I patterns
Phase-I is 100 multiple-choice questions of 1 mark each in 60 minutes, split into four tests of 25 questions and 15 minutes each: English Language (English medium), Reasoning Ability, Numerical Aptitude and General Studies (bilingual). General Studies has 20 questions on Indian History, Indian Economy, Geography and General Science up to Class 8 level, plus 5 on Current Affairs. Each wrong answer costs one-fourth of a mark; a blank costs nothing. Because the marks only qualify you, Phase-I is best treated as a hurdle to clear safely, not a place to invest weeks.
Phase-II Paper-I is common to Post Codes A to G and carries 120 questions, 1 mark each, in 90 minutes, with no negative marking. Its parts are English Language 25 questions in 20 minutes, Reasoning Ability 25 in 20, Numerical Aptitude 25 in 20, and General Studies 45 in 30 minutes. The General Studies block is 25 questions on Indian History, Indian Economy and Geography, 10 on General Science up to Class X level, 5 on Current Affairs and 5 on Computer Awareness. The notice adds that these questions do not require specialised study of any discipline.
This book does not teach Paper-I or Phase-I. A candidate for Post Code E must add separate preparation for English, reasoning, arithmetic and general studies, and must not neglect it: Paper-I is half of the 240 marks that decide merit. A sensible split is to treat Paper-I as a steady parallel track, with the subject chapters of this book occupying the main study blocks. Because Paper-I and Paper-II are both counted equally mark for mark, a weak Paper-I can cancel out a strong Paper-II.
| Test | Phase-I (qualifying) | Phase-II Paper-I (120 marks) |
|---|---|---|
| English Language | 25 Qs, 15 min | 25 Qs, 20 min |
| Reasoning Ability | 25 Qs, 15 min | 25 Qs, 20 min |
| Numerical Aptitude | 25 Qs, 15 min | 25 Qs, 20 min |
| General Studies | 25 Qs (20 + 5 CA), 15 min | 45 Qs (25 + 10 + 5 + 5), 30 min |
| Total | 100 Qs, 100 marks, 60 min | 120 Qs, 120 marks, 90 min |
| Negative marking | 1/4 mark per wrong answer | None |
