A useful European remote-work shortlist starts with permission to live and work, a compatible employment arrangement and a realistic budget. A photograph of an attractive hotel does not establish any of those conditions.
For an Indian remote worker, Lisbon, Barcelona and Zagreb are three cities to investigate through the relevant national pathways. They are not ranked as universally affordable or best, and none of the sources below guarantees that an individual applicant qualifies. Compare the actual requirements before committing to a move.
Editorially revised on 8 October 2026. Official pathway information was checked on that date; requirements can change. Budget numbers below are fictional arithmetic examples.
Separate the city choice from the country pathway
A city does not issue a universal digital-nomad permission. Check the national route, the responsible consulate or authority and the application process that applies to your circumstances. Do not assume that permission for a short tourist visit authorises your planned remote work or long-term residence.
Also confirm that your employer or client arrangement permits the work location. An India-remote job is not automatically a work-from-any-country job. There may be payroll, security, customer-data or contractual restrictions that need an authorised review.
Use the remote-job offer checklist to identify those questions. It is a preparation aid, not a substitute for the applicable immigration process.
Barcelona: investigate Spain’s remote-work route
The Spanish Consulate in Mumbai’s digital-nomad visa guidance describes remote work for organisations outside Spain, with separate conditions for self-employed work. It requires evidence relating to qualifications or qualifying professional experience, the work relationship and other application conditions.
For employees, the guidance calls for explicit permission to work remotely in Spain. Its financial-means requirement is expressed as 200% of Spain’s monthly minimum wage for the principal applicant, with additional family requirements. Insurance and social-security documentation also matter; income alone does not establish eligibility.
For a Barcelona plan, check the current complete consular instructions and whether that consulate is responsible for your application. Do not convert the multiplier into a fixed euro threshold without verifying the applicable calculation. Then investigate accommodation and a workable schedule using actual options, not a claimed city-wide bargain.
Lisbon: distinguish Portugal’s visa and residence steps
The Portuguese Ministry of Foreign Affairs residence-visa documentation includes remote professional activity and distinguishes employed from independent-work evidence. Its relevant income condition concerns average monthly professional income over the preceding three months of at least four Portuguese minimum monthly remunerations. It also requires tax-residence documentation.
Read the complete current requirements and any additional consular instructions. A residence visa and the subsequent residence permission are different steps. Do not assume that passive-income eligibility or a tourist stay is interchangeable with this remote-work pathway.
For a Lisbon shortlist, investigate a real accommodation arrangement, work space and connection. Check terms, permitted use and cancellation conditions. These official sources establish pathway questions, not a claim that Lisbon will save you money or provide a particular lifestyle.
Zagreb: check Croatia’s temporary-stay conditions
The Croatian Ministry of the Interior’s digital-nomad guidance covers qualifying third-country nationals working through communication technology for a foreign employer or their foreign company, without providing services to Croatian employers. It currently states a maximum temporary stay of eighteen months, which may be shorter.
On the review date, the page stated a monthly subsistence amount of €3,622.50, with alternative available-funds evidence depending on intended stay and additional family requirements. This is an application requirement, not an estimate of living costs. Purpose, insurance, other documents and the correct entry process also need checking.
For a Zagreb plan, read the full process for applicants who require an entry visa. A pending online application should not be treated as permission to continue a tourist stay or begin work. Confirm the applicable route with the responsible authority before making irreversible arrangements.
Build the same comparison record for each city
| Item | Evidence to collect |
|---|---|
| Work permission | Applicable route, authority and current instructions |
| Employer or client approval | Written location approval and relevant restrictions |
| Documentation | Evidence, translations, validity and process steps |
| Accommodation | Actual quote, terms and usable work space |
| Connectivity | Connection details and a tested or credible backup |
| Schedule | Required overlap with colleagues or customers |
| Health coverage | Coverage meeting the applicable requirements |
| Tax review | Individual residence and work implications to clarify |
| Exit plan | Costs and arrangements if circumstances change |
This is an original planning worksheet, not a complete application checklist. The official route determines the required documents. A low accommodation quote should not override an unresolved work-permission question.
Keep the country facts and your personal assumptions in separate columns. Record when each source was checked. Where a detail remains unconfirmed, treat it as a question to resolve rather than a completed requirement.
Use actual quotes for the budget
Collect accommodation, utilities, transport, insurance and other costs for your intended arrangement. Distinguish recurring expenses from deposits, application costs, travel and temporary accommodation. A refundable deposit still ties up money while it is held.
Do not treat an income eligibility threshold as a living-cost estimate or a guarantee that the budget will work. An immigration requirement and the amount available after your actual expenses answer different questions.
Avoid converting a saved euro budget into rupees using an old exchange rate. Record the date and rate used when you need a conversion, and allow for the actual payment provider’s charges. The example below stays in euros and does not estimate any named city’s costs.
A fictional monthly arithmetic example
Suppose a fictional budget assumes €2,600 available after separately reviewed deductions and obligations. Listed expenses are €900 for housing, €150 for utilities, €250 for food, €100 for transport, €150 for insurance and €200 for other routine costs. Those items total €1,750.
Adding a fictional €200 contingency brings the listed total to €1,950, leaving €650 under the assumptions. That remainder is not automatically savings: the example excludes one-time travel, deposits and other obligations a real person may have.
These numbers are invented for arithmetic practice. They do not establish affordability, visa eligibility, tax treatment or suitable insurance in Spain, Portugal or Croatia. Replace them with verified quotes and your own reviewed circumstances.
Review tax and working arrangements separately
Immigration permission does not settle every tax or employment question. Portugal’s official tax-residence guidance includes presence and habitual-home considerations. Avoid a blanket claim that staying under 183 days makes all income tax-free.
Ask the responsible authority or a qualified adviser about your actual residence, work and treaty circumstances where needed. Keep employer permission, immigration evidence and tax review as separate checks. Do not rely on a general travel article to determine your individual status.
Frequently asked questions
Which city is cheapest? These sources do not establish a comparable current cost ranking. Price your actual accommodation and work arrangement before deciding.
Does a remote job make me eligible? No. Check the pathway’s complete conditions and the employer’s location permission.
Should I book first and sort documents later? Resolve the route and important uncertainties before making commitments you cannot readily change. Use verified terms rather than assuming a hotel reservation creates work permission.
