Reviewed on 9 October 2026. An HR strategy is useful only if it changes decisions: how many people the business needs, with which skills, at what cost, and under which legal obligations. This guide shows how to build one for an Indian organisation. It includes a worked 12-month workforce plan, a build-buy-borrow decision table, a compliance baseline under the Labour Codes, and the handful of metrics that connect HR work to business results.
Start from the business plan, not from HR activities
Many "HR strategies" are lists of activities: launch an engagement survey, revamp appraisals, start a wellness programme. None of these is wrong, but none is a strategy until it is tied to a business goal. Begin with four questions for the next 12–24 months:
- Capacity: How many people, in which roles and locations, does the business plan need?
- Capability: Which skills are missing today, and which will the plan need that the organisation doesn't have?
- Cost: What can the business afford in salaries, hiring, training and contractors?
- Risk: Which legal, attrition or culture risks could stop the plan?
Write the answers on a single page, and sign them off with the business head before designing any HR programme. Every later initiative should trace back to one of these answers.
Keep preparing

The company and numbers below are illustrative.
A software services unit has 200 employees on 1 April. The business plan needs 240 by 31 March to staff new contracts. Last year, voluntary attrition was about 15% of average headcount, and the plan assumes the same rate.
| Step | Calculation | Result |
|---|---|---|
| Net growth needed | 240 − 200 | 40 people |
| Average headcount for the year | (200 + 240) ÷ 2 | 220 |
| Expected leavers | 15% × 220 | 33 people |
| Total hires needed | 40 + 33 | 73 hires |
| Offers needed at 75% offer acceptance | 73 ÷ 0.75 = 97.3, rounded up | 98 offers |
| Average hires per month | 73 ÷ 12 | about 6.1 |
Two lessons come out of this simple arithmetic. First, replacing leavers accounts for 33 of the 73 hires, so a modest cut in attrition reduces the hiring load substantially. If attrition fell to 10%, expected leavers would be 22 and total hires 62. Second, the offer-acceptance assumption drives recruiter workload, so track it monthly and update the plan when it changes.
Decide how to fill each capability gap
For each gap, choose between building, buying and borrowing the skills.
| Option | What it means | When it fits | Watch-outs |
|---|---|---|---|
| Build | Train and promote existing employees | The skill is needed long term and a learning path exists | Training takes time; protect delivery while people learn |
| Buy | Hire permanent employees | The skill is core and needed now | Hiring cost, time to fill and onboarding time |
| Borrow | Contractors, consultants or fixed-term employees | The need is temporary or uncertain | Compliance obligations for fixed-term and contract workers (see below); knowledge leaving with them |
Decide role by role, not with a blanket policy. A common pattern is to build for core skills, buy where the gap is urgent, and borrow for peaks of demand.
Set a compliance baseline under the Labour Codes
Indian employment law changed significantly in late 2025. According to the Press Information Bureau release of 21 November 2025, the four Labour Codes took effect from 21 November 2025, rationalising 29 existing labour laws. The four are the Code on Wages, 2019, the Industrial Relations Code, 2020, the Code on Social Security, 2020 and the Occupational Safety, Health and Working Conditions Code, 2020. Points from that release that affect HR strategy directly:
- Appointment letters are mandatory for all workers.
- Fixed-term employees become eligible for gratuity after one year of continuous service.
- Annual health check-ups: employers must provide a free annual health check-up to workers above 40.
- Transition: the release says relevant provisions of the existing labour Acts and their rules continue to apply during the transition.
Turn this into an audit before the planning year starts. Check that every employee and fixed-term worker has a written appointment letter, that gratuity accruals for fixed-term staff follow the new rule, and that a health check-up process exists for eligible workers. Rules under the Codes are framed by both the Centre and the states, so ask your legal adviser which rules apply in each state where you operate.
Two other compliance areas belong in every Indian HR plan:
- Social security registrations. Confirm your establishment's obligations and registrations on the EPFO and ESIC portals.
- Prevention of sexual harassment. The Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 requires employers to constitute an Internal Committee by written order. The Delhi government's Women and Child Development department summarises how complaints reach the Internal Committee or the Local Committee.
Track a few metrics that link HR to results
| Metric | Formula | In the worked example |
|---|---|---|
| Attrition rate | Leavers ÷ average headcount × 100 | 33 ÷ 220 × 100 = 15% |
| Offer acceptance rate | Offers accepted ÷ offers made × 100 | Planned at 75% |
| Time to fill | Days from approved requisition to accepted offer | Set a target for each role family |
| Internal fill rate | Roles filled internally ÷ all roles filled × 100 | Shows whether "build" is working |
| Early attrition | Leavers within 6 months of joining ÷ joiners in the period × 100 | Flags hiring or onboarding problems |
Report these monthly against the plan. When a number drifts, change the plan (more offers, a training cohort or a contractor buffer) instead of waiting for the year-end review.
A one-page HR strategy template
- Business goals: the two or three outcomes for the year, in the business's own words.
- Workforce plan: opening and closing headcount by role family, with the attrition and acceptance assumptions.
- Capability gaps: each gap with a build, buy or borrow decision.
- Compliance baseline: the Labour Code audit items, the status of EPFO and ESIC registrations, and the Internal Committee.
- Budget: salaries, hiring, training and contractors.
- Metrics and owners: five measures, each with a named owner and a review date.
- Risks: the three things most likely to derail the plan, and the early warning sign for each.
Building a career in HR strategy
Strategic HR roles reward people who can work with numbers, interpret employment law accurately and explain trade-offs to business leaders. To show those skills, build a sample workforce plan like the one above for an organisation you know, and write a one-page note on the Labour Code changes it would need to handle. For the recruitment side of strategy, see our recruitment strategy framework. To prepare for HR interviews, see common HR interview questions in India.
This guide is general information, not legal advice. For decisions about your own establishment, rely on the notified Codes and rules and a qualified employment lawyer.
