The Jammu and Kashmir High Court Staff (Conditions of Service) Rules, 1968, established under constitutional powers with the Governor's approval, regulate service conditions for High Court staff. Rule 6 empowers the Chief Justice to determine qualifications and the mode of recruitment for all staff positions. Appointments and promotions are made by the Chief Justice, who may delegate authority for non-gazetted posts. Specific qualifications, such as a law graduate for the Reader position, are mandated, and relaxations may be permitted under certain conditions. The rules also cover pay, allowances, leave, pension, seniority, and disciplinary procedures.
