The Employment Exchanges (Compulsory Notification of Vacancies) Act, 1959 aims to regulate the employment market in India. The Act requires employers to notify vacancies to the Employment Exchanges, which then register applicants and submit them against notified vacancies. The Regional Employment Exchange, Chandigarh, has reported an increase in job seekers on its Live Register, with 37901 applicants at the end of March 2013. The Employment Exchanges also collect information on unemployed persons, which provides a broad indication of the unemployment situation. The decrease in the number of vacancies filled can be attributed to the fact that employers preferred to fill vacancies through open market. The Regional Employment Exchange, Chandigarh, has experienced a shortage of suitable applicants in certain trades, including Receptionist, Telephone Operator, Life Guard, Workshop Instructor, House Keeper, Chinese Cook, Welder Instructor, Cookery, Guest Faculty, and Draftsman Instructor CTI. On the other hand, there is a surplus of applicants in certain categories, including High School teachers, Nursery Teachers, Art & Craft Teachers, Civil/Electrical/Mechanical Engineers (Diploma Holders), D/Man (Civil) Typists, Data Entry Operator, Bus Conductors, Drivers, Sweepers, Fitter, Turner, Welder, Plumber, and educated Fresher.
