The Government of Tripura in the Labour Department, Factories & Boilers Organisation, has issued a notification for the risk assessment and categorization of boilers under the Boilers Act, 1923, and the Indian Boiler Regulations, 1950. The notification aims to ensure the safe delivery of services to citizens and entrepreneurs. The risk categorization is based on computerized systems of risk assessment, and the risk classifications of boilers are as follows: Category Types of Boilers Inspection requirements Inspection Frequency High Risk All other types of fired & Hydraulic Test and through examination. 1 Year unfired Boilers Medium Risk Small Industrial Boilers (other Through examination. 1 Year than coil type or once through In case of HMT type Boilers, Hydraulic Boilers) Test & through examination. Low Risk Coil type or once through Hydraulic Test 1 Year Boilers 1) Selection of establishments for inspection will be determined using computerised risk assessment. The Boilers will be selected randomly as per the frequency of inspections indicated above. The Inspecting Officer will be selected randomly through computerised online inspection module and same Inspecting Officer will not inspect the same establishment twice consecutively , if more than one Inspecting Officer is available in the Department. 2) The Inspection Report will be uploaded online in the Central Inspection System (CIS) by the Inspecting Officer within 48 hours. An alert will be sent to the Owner prior and post inspection to view/download the inspection reports of at least past three years. 3) Surprise inspection or inspections based on complaints, to be ensured that details are recorded in the system. 4) Inspections shall be limited to the checklist except complain-based inspections.
